Toughened glass is five times stronger than annealed glass and shatters into dull-edged pieces. For balustrades, the New Zealand standard requires a handrail or top-capping system to keep other glass panels in place in case one breaks.

Toughened laminated glass is a safe option for homeowners, as it ensures the glass remains bonded together if it breaks. The current New Zealand standard stipulates that an interlinking handrail or clamps are required when EVA or PVB laminated glass is used for balustrades.
